Nice topic and a good collection of content. For a cause and effect model the structure would probably look different usually defining a target or an overall target on which different sub-targets are pointing, e.g. available mobility for the different stakeholders, clean environment, safety for the stakeholders, etc.. Measures would compete for public money with a decreasing impact onto public money and an increasing impact back to the measures, and so forth.
